Twenty-two modular homes will be completed and ready to move into in Ballymun in north Dublin by the end of the month.
That is a delay of around two months after protests at the site and weather disruption.
The homes will be for people currently on the homeless list, and are the first of 135 modular homes to be built in the Dublin area.
The Housing Minister Alan Kelly says the modular homes have been constructed in just 25 working days.
Mr Kelly said: "They're incredible units. I think what this shows is the quality of housing that can be developed in such a short space of time using this mechanism.
"These are spacious homes, top quality and fitted out very well. From an energy point of view they are better than most homes in Ireland."
